Human Resources Development Canada, has recently made changes to the 900 Series Social
Insurance Number (SIN) Program. As a result, an effort is underway to help communicate
this information specifically to local landlord associations to ensure that individuals
without SIN's are not prevented access to suitable housing.
The attached Fact Sheet entitled, "People Claiming Refugee
Protection and Canada's 900 Series Social Insurance Number" explains Canada's SIN
system, the distinctions of the "9" series numbers, and lists situations for
which a SIN should not be required, i.e. completing credit card applications, leasing a
car, renting an apartment or other accommodation.
It is hopefully that this information will prevent the denial of services for these
individuals based solely on their not having a SIN.
